City to City - Pheonix

"Our goal is to preserve stable neighborhoods, stabilize transitional ones and give new life to deteriorating neighborhoods".

That mission statement comes from the neighborhood Services Department of Phoenix, Arizona, the feature city in TUI's continuing series on cities trying to improve urbar living.

The Phoenix Neighborhood Services Department is organized into divisions with the overall goal of stressing neighborhood reliance.

The divisions are Coordination, Development, Preservation, Historic Preservation, Associations, and Resources.

Within that structure, the city Neighborhood Services Department deals with landlord/tenant issues, storefront improvement, graffiti problems, zoning compliance, block grant problems, and referrals to appropriate city agencies.

Programs include assistance with home weatherization to reduce utility bills, landscaping and painting help, and free monthly classes on home maintenance.

The city provides paints and painting tools to neighborhood groups for use in painting over graffiti Residents are encouraged to get rid of the unsightly graffiti as soon as it appears. A special police line is available for calls to report vandalism.

City inspectors are on the lookout for blighting conditions such as open and vacant buildings, messy yards, and inoperable motor vehicles.

A "Fight Back" program provides a temporary increase in city services in areas designated by the mayor and city council in order to reduce crime and revitalize specific neighborhoods.

Training clinics are offered to landlords of multi- housing units to help them keep the units crime-free, and deal effectively with tenant complaints.

All of the programs rely on residents working together to supplement city resources, to make full use of neighorhood resources, and to correct problems before they multiply.
